Turtle Cake-Lorraine

1 German chocolate cake

1 package Kraft caramels

1/2 cup evaporated milk

1/2 cup butter

1 cup chocolate chips

Preheat oven to 350 degrees. Mix cake to directions on package. Melt butter, milk, and caramels in double boiler; set aside. Grease and flour a 9x13 inch pan. Pour 1/2 of batter in pan. Bake 15 minutes. Poke holes in with wooden spoon handle and immediately pour caramel mix over. Add chocolate chips to rest of batter. Pour over top of cake. Return to oven and bake 30 minutes. Serve with whipped cream.
